Quality is reduced until the file fits the target. If the target is impossible at the lowest quality, the smallest result found is offered.
How target compression works
The image is redrawn at its chosen size, then encoded several times with different quality values. The closest result at or below the target is kept. WebP usually beats JPEG at the same quality; JPEG remains the most compatible.
